Alvin Zhang 6cd2d6adc7 net/iavf: support outer IP hash for GTPC

Add patterns and headers for GTPC, now outer IP hash can be configured
as input sets for GTPC packets.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
