Jay Ding a11f87d3b2 net/bnxt: add global config set and get functions 
- Add support to update global configuration for ACT_TECT
  and ACT_ABCR.
- Add support to allow Tunnel and Action global configuration.
- Remove register read and write operations.
- Remove the register read and write support.
