Ajit Khaparde 749ba50d34 net/bnxt: parse priority attribute for flow creation

Parse priority attribute during flow creation.
This information will be used to give a hint to the FW to
place the flow rule accordingly in the CFA tables.

DPDK is a set of libraries and drivers for fast packet processing.
