Jianfeng Tan 79967252c3 eal: bring forward multi-process channel init 
Adjust the init sequence: put mp channel init before bus scan
so that we can init the vdev bus through mp channel in the
secondary process before the bus scan.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD-3-Clause license for the core libraries
