Radu Nicolau 833e36b870 examples/ipsec-secgw: limit inflight packets count
Revert previous patch that introduce a performance
degradation in certain scenarios and add a configurable
limit for number inflight packets.

DPDK is a set of libraries and drivers for fast packet processing.
