Yongseok Koh 8d27708212 net/mlx5: remove unnecessary memory barrier

As rte_write64() has an IO barrier, there's no need to have a barrier
before the call.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
