Ilya Maximets 916193dda6 net/ixgbe: stop link setup alarm handler before start

We should stop alarm handler before resetting the HW to
avoid concurrent device reconfiguration.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

and drivers. The kernel components are GPL-2.0 licensed.
