David Marchand 9195ef7f78 ethdev: bump library version

Let's stick to the current model of per library ABI version until the
new model is in place.

The ABI changed in the incriminated commit.
The release notes were updated accordingly but the compiled version
number has been missed.

DPDK is a set of libraries and drivers for fast packet processing.
