Pavan Nikhilesh 929ebdd543 eventdev/eth_rx: simplify event vector config 
Include vector configuration into the structure
``rte_event_eth_rx_adapter_queue_conf`` that is used to configure
Rx adapter ethernet device Rx queue parameters.
This simplifies event vector configuration as it avoids splitting
configuration per Rx queue.
