Ivan Malov 9346bfa18b net/sfc: support flow action OF pop VLAN in MAE backend

This action is supported only for rules which have transfer attribute,
and can be requested once or twice per a rule.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
