John McNamara 96b5a4df6b doc: remove unused release notes file
Remove unused file from the release notes docs. This file was
used to display a hierarchy in older releases, circa 2015, but
doesn't seem useful in the current structure.

and drivers. The kernel components are GPL-2.0 licensed.
