Bruce Richardson 999b2ee0fe app/testpmd: enable NUMA support by default

There is little reason for NUMA support in testpmd to be off by default, so
enable it, and add in a new commandline parameter to disable it, if that is
wanted by users.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
