Wei Zhao 9ffb871222 net/ice/base: fix switch programming for IPv6 
Correct an error in the IPV6 header bitmask used for programming switch
rules.

Also, change other programming switch headers to use big endian
fields in order to make setting these easier.

DPDK is a set of libraries and drivers for fast packet processing.
