David Marchand a0cdfcf936 pcap: use pcap-config to guess compilation flags ...

Use pcap-config to populate CFLAGS and LDFLAGS.
LIBPCAP_CFLAGS and LIBPCAP_LDFLAGS can be used to override this (useful when
cross-compiling).
