net/ice/base: update flow packet type bitmaps
In the flow API, the outer first ptype bitmaps contained many references to inner ptypes. Because of PTG assignments, these were causing issues when programming rules on the inner ptypes. For example, in RSS when programming the outer IPV6 hash fields, it also programmed several inner IPV4 PTGs with the same extraction. There were several ptypes that have been removed, thus this patch removes those bits from the type bitmaps.
