Kishore Padmanabha a2e216f812 net/bnxt: enable NAT action with tagged traffic

Added support for performing L3 or L4 rewrite for VLAN tagged
flows. The outer most DMAC, SMAC and VLAN are used to overwrite
when NAT operations are performed.

DPDK is a set of libraries and drivers for fast packet processing.
