Olivier Matz a3917f2218 mbuf: move packet type definitions in a new file 
The file rte_mbuf.h starts to be quite big, and next commits
will introduce more functions related to packet types. Let's
move them in a new file.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.

API documentation, and sample application information.
