Jijiang Liu a50245ede7 examples/tep_term: initialize VXLAN sample ...

This patch creates the virtio devices management mechanism.

These functions are from the vHost example, which include:

  - virtio device creation.

  - virtio device destroying.

  - virtio device maintenance.
