Andy Pei a60b747d0a vdpa/ifc: support virtio block device

Re-use the vdpa/ifc code, distinguish blk and net device by pci_device_id.
Blk and net device are implemented with proper feature and ops.

DPDK is a set of libraries and drivers for fast packet processing.
