Martin Harvey aa0bac03e9 net/sfc/base: refactor monitors support

Remove obsolete monitor types since Falcon SFN4000 series adapters
no longer supported by libefx.
Rename MCDI monitors to be consistent with YML.
The code may be simplified and generalized since only MCDI monitors
remain.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD-3-Clause license for the core libraries
and drivers. The kernel components are GPL-2.0 licensed.
