Allocating a CT from the management pools and creating the DR actions for both directions by default. If there is no available connection tracking action, a new pool will be created with a fixed size bulk allocation. Right now, all the resources are controlled by the linked list. The ASO connection tracking context associated with these actions need to be updated via WQE before using for steering.
