net/ice/base: add functions to create new switch recipe
Add functions to support following admin queue commands: 1. 0x0208: allocate resource to hold a switch recipe. This is needed when a new switch recipe needs to be created. 2. 0x0290: create a recipe with protocol header information and other details that determine how this recipe filter work. 3. 0x0292: get details of an existing recipe. 4. 0x0291: associate a switch recipe to a profile.
