Agalya Babu RadhaKrishnan b077118a50 net/tap: disable in FreeBSD build with meson

Disabled tap build in FreeBSD because it is not supported
Added changes to enable tap build if it is Linux OS and
disable in FreeBSD.

DPDK is a set of libraries and drivers for fast packet processing.
