Fan Zhang b6c82d2d0b crypto/qat: define gen-specific structs and functions

This patch adds the symmetric and asymmetric crypto data
structure and function prototypes for different QAT
generations.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD-3-Clause license for the core libraries
