John Daley b6d5fd2e96 net/enic: improve out of resources error handling

If configuration fails due to lack of resources, be more specific
about which resources are lacking - work queues, read queues or
completion queues. Return -EINVAL instead of -1 if more queeues
are requested than are available.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
