Replace RTE_PMD_DEBUG_TRACE with RTE_ETHDEV_LOG. RTE_PMD_DEBUG_TRACE is using hardcoded PMD logtype and ERR log level, controlled by compile time flags. RTE_ETHDEV_LOG is using dynamic ethdev_logtype.
