Fiona Trahe c0c90bc4ca compress/qat: add create and destroy functions
Now that all the device operations are available,
add the functions to create and destroy the pmd.
Called on probe and remove of the qat pci device, these
register the device with the compressdev API
and plug in all the device functionality.
