Xiao Wang c1c543efb1 net/ixgbe/base: prevent link speed value conflict ...

This patch changes the value of IXGBE_LINK_SPEED_10_FULL from 4 to 2,
as 4 is reserved to 100Mbit Half Duplex in E1000 shared code.
