Rasesh Mody c49a438fce doc: update qede guide and features

Add LINUX VFIO support to feature list.

Add GRE tunneling offload to supported feature list.

Update firmware references to use newer FW image 8.33.12.0. Update
management FW version as well to 8.34.x.x.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD-3-Clause license for the core libraries
and drivers. The kernel components are GPL-2.0 licensed.

API documentation, and sample application information.
