Anoob Joseph c4fcfaa742 common/cnxk: support lifetime configuration 
Add support for SA lifetime configuration. Expiry can
be either in units of octets or packets.

Also, updated cryptodev dequeue path to update crypto op result to
indicate soft expiry.
