As an arrangment for Netlink command moving to the common library, reduce the net/mlx5 dependencies. Replace ethdev class command parameters. Improve Netlink sequence number mechanism to be controlled by the mlx5 Netlink mechanism. Move mlx5_nl_check_switch_info to mlx5_nl.c since it is the only one which uses it.
