Helin Zhang c906def269 net/i40e/base: move NVM update status field to HW struct

This patch centralizes all NVM update status info into a single
structure, by moving nvm_release_on_done from struct
i40e_adminq_info to struct i40e_hw, for better management.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
