Paul M Stillwell Jr cb0ad8fa26 ethdev: fix doxygen comment to be with structure

The doxygen comment describing the rte_eth_dev_info structure
was separated from the structure itself so move the comment
back to be with the structure.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
