Jasvinder Singh ce7c4fd7c2 sched: add pipe config to subport level 
Add pipes configuration from the port level to allow different
subports of the same port to have different configuration in terms
of number of pipes, pipe queue sizes, etc.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
