Shreyansh Jain d00fa50779 config: increase max lcore to 16 for DPAA 
With this change, DPAA and DPAA2 configuration compiled applications
are interoperable without any impact on the functional behavior.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
