Fiona Trahe d18ab45f76 crypto/qat: support DOCSIS BPI mode
DOCSIS BPI mode is handled in the QAT PMD by sending full blocks to the
hardware device for encryption and using OpenSSL libcrypto for pre- or
post-processing of any partial blocks.
