Jingjing Wu d1b4c30b24 net/i40e/base: control register read/write on X722 
The X722 doesn't support the AQ command to read/write the control
register so enable it to bypass the check and use the direct read/write
method.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
