Wei Hu (Xavier) d51867db65 net/hns3: add initialization 
This patch adds the initialization of hns3 PF PMD driver. It gets
configuration from IMP such as queue information, configures queue,
inits mac, inits manage table, disables gro etc.

DPDK is a set of libraries and drivers for fast packet processing.
