Pavan Nikhilesh d52a0478bb net/octeontx2: free CQ ring memzone on queue release 
Free CQ ring memzone on Rx queue release. This prevents CQ using
incorrect memory size when ring size is reconfigured.

DPDK is a set of libraries and drivers for fast packet processing.
