Xiao Wang d5e7abb9b5 net/ixgbe/base: separate PHY ops init from PHY init

This patch moves PHY ops pointers initialization to
ixgbe_init_phy_ops_X550em and PHY identifying/initializing
to ixgbe_identify_phy_x550em.
