MPLSoUDP & MPLSoGRE is not supported by tunnel filter due to limited resource of HW, this patch enables MPLS tunnel filter by replacing inner_mac filter. This configuration will be set when adding MPLSoUDP and MPLSoGRE filter rules, and it will be invalid only by NIC core reset.
