Helin Zhang dafe8f87a4 i40e/base: rework structures and macros 
Several structures as follows were modified for future use.
- struct i40e_link_status
- struct i40e_nvm_info
- struct i40e_veb_tc_stats
In addition, shadow RAM macros and enum were modified for future
use as well.
