Stephen Hemminger db27370b57 eal: replace blacklist/whitelist options ...

Replace -w / --pci-whitelist with -a / --allow options
and --pci-blacklist with --block.
The -b short option remains unchanged.

Allow the old options for now, but print a nag
warning since old options are deprecated.
