Gaetan Rivet deff7fee91 vfio: check PCI dependency in PCI scan

PCI sometimes requires vfio to be enabled.
Move the check from EAL init to PCI bus scan.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
