Add support for a list of deprecated libs to the lib/meson.build file. This will be used to mark libraries that are planned to be removed from DPDK. The first user of this will be KNI in a next patch. Deprecated libraries should still be tested in the CI, so update our build testing and CI scripts. DPDK is a set of libraries and drivers for fast packet processing. It supports many processor architectures and both FreeBSD and Linux. The DPDK uses the Open Source BSD-3-Clause license for the core libraries and drivers. The kernel components are GPL-2.0 licensed.
