Nélio Laranjeiro e4aefd6dd2 net/mlx5: fix array overflow

VLAN id is limited to MLX5_MAX_VLAN_IDS which is not verified by the code
before trying to add a new VLAN filter.

DPDK is a set of libraries and drivers for fast packet processing.
