Nélio Laranjeiro e74ac66984 net/mlx5: fix flow pattern VLAN validation 
TCI field is read from the wrong place due to an invalid cast. Moreover
there is no need to limit matching to VID since PCP and DEI bits can be
matched as well.

Fixes: 12475fb203 ("net/mlx5: support VLAN flow item")

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
