Ivan Malov e7feaba71c net/sfc/base: fix name of the argument to store RSS flags

The function used to retrieve supported RSS flags has an
argument which should be named properly to indicate
that it's a pointer.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
