David Marchand e8c528cb92 eal: add hotplug operations for PCI and vdev 
Hotplug invocations, which deals with devices, should come from the layer
that already handles them, i.e. EAL.

For both attach and detach operations, 'name' is used to select the bus
that will handle the request.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.

The DPDK uses the Open Source BSD license for the core libraries and
drivers. The kernel components are GPLv2 licensed.
