John McNamara ed239ecd42 doc: fix relative path of NIC table input file

Fix relative path between sphinx conf.py file and Nic table file
to allow automatic build on ReadTheDocs.

DPDK is a set of libraries and drivers for fast packet processing.
It supports many processor architectures and both FreeBSD and Linux.
